To chili - I believe those 2 courses used treated water from one of the sewage treatment plants - not drinking water along with a number of other (but not all) courses.

SA E-N, you have a good point. The only counter point is that they don't expect people to water for the full window that is available. Any warning or fine should be able to be countered by presentation of your water bill showing you are a reasonable steward of our water resources. On the other hand, those that are not, should have their meter locked for a month. The yard would be dead and they wouldn't have any further need to drain our aquifer. Hear that Tommy Lee?
