MEXICO CITY — After three years of touting Mexico's sunshine and beaches, tourism secretary Rodolfo Elizondo has a new job: organizing an international climate change conference.

Elizondo helped Mexico's tourism industry pull through swine flu, drug violence and a global economic crisis. He is being replaced by Gloria Guevara Manzo, who has run a travel and tour company.

President Felipe Calderon announced the appointments Wednesday.

Mexico is slated to host an international climate change conference in November, following up on last year's meetings in Copenhagen.

The really bad climate in Mexico right now is that tourists might well get killed or robbed on the other side of the border. Folks aren't going to be crossing over there until they can feel safe, and they don't seem to be making much progress in that direction.
