EU: Other regions must cut greenhouse gases more

BRUSSELS — The European Union told a United Nations climate change panel Thursday that it won't improve its offer to reduce greenhouse gas emissions until other regions also agree to cuts.

The EU wants by 2020 to reduce climate-harming gases 20 percent from 1990 levels. It has promised to cut its emissions by 30 percent, but only if the world's two biggest polluters, the U.S. and China, also cut back.

All countries must set out their targets by the end of January following the failure last month of U.N. talks in Copenhagen on a new global climate change treaty.

U.N. scientists say rich nations should make cuts of between 20 percent and 40 percent. The environmental group Greenpeace says the EU must set an example by making bigger cuts.
